How do I set the visibility of an assignment on Moodle in advance?

On the standard Moodle Quiz, questions become available upon start date.
On Moodle Assignment and Turnitin Assignment, a date-based restriction needs to be added in order to restrict visibility; else, they need to be kept hidden until the desired date and time and manually made available.
