How do I access an article through ProQuest database?
The document URL listed does not take me to the article. Instead, it sends me to a page that reads "404 Not Found." Would you be able to help me access this article?

Make sure you consult the JCU Discovery to see if the same source can be accessed elsewhere.
The article record can show links to several databases: such lists show also the coverage each database provides of the journal containing the article (for example, if the article was published in 1999 and ProQuest gives access from 2010, the article you are looking for won't be accessible).
