Yes, all members of JCU community can access The Chronicle of Higher Education via JCU Discovery.
To be able to authenticate yourself when off-campus, we recommend you navigate to the content by clicking on the link above; then, click on "Access Journal" on the right side of the record and pick one of the databases we have that contain The Chronicle of Higher Education.
